Item 1- Introductions
Present were Commission members Pam Bertani, Diane Boyer-Vine, Marty Carr, Dave Clark, Robert Cornell, Elena Duarte, Elihu Harris, Senator Hannah-Beth Jackson, Dan Robbins, Fred Rowley, Byron Sher, and Nathaniel Sterling
Items 2 and 5. Annual Dues/Section 11139.8, Government Code-interstate travel for commissioners
Before discussing the annual dues, the commission discussed the state travel ban under Section 11139.8 of the Government Code. The Office of Legislative Counsel interprets the provision to ban state-funded and state-sponsored travel. Therefore, even if the commissioners fund their own travel, they cannot represent the state at a meeting in a travel-ban state because that would be state-sponsored travel. Commissioners were informed that they could not travel to the 2018 Annual Meeting in Kentucky because Kentucky is a state on the travel ban list.
In the context of the dues, the CCUSL approved the payment of the dues in the amount of $165,300 with a stipulation on the use of the dues related to the travel ban to be developed by the chair, vice chair, and Legislative Counsel.

Commissioner Robbins explained the amendment.
