Due to the ongoing health emergency, and consistent with Executive Order N-25-20 and Executive Order N-29-20, this meeting will be conducted entirely by Zoom teleconference.

Members of the public will be able to see and hear the entirety of the meeting, but will have their microphones and video feeds muted until they are recognized by the Chair. If you have called in by telephone, you can raise your hand by dialing "*9".

CCUSL Zoom Meeting Minutes – 6/15/2020 (Tentative until approved at 2021 meeting of the CCUSL)

 

Present: Commissioner Boyer-Vine, Commissioner Marty Carr, Commissioner David Clark, Commissioner Cornell, Commissioner Elena Duarte, Commissioner Elihu Harris, Commissioner Senator Hannah-Beth Jackson, Commissioner Nanci Nishimura, Commissioner Dan Robbins, and Commissioner Nat Sterling.

 

  1. Introduction

 

Welcomed Nanci Nishimura to the Commission.

 

In attendance Lindsay Beaver and Bob Toyofuku of the ULC – Provided the legislative breakfast information including targeted acts.

 

  1. Uniform Acts
  1. Public Participation Protection Act - Commissioner Duarte presented the act.   A motion was made and seconded for California to vote yes on the act during the annual meeting unless the acts changes during the meeting.  If the act changes, the CCUSL will reconvene to discuss and vote again.  All commissioners voted yes.  But Bob Cornell was not on the call yet so the vote was 9 to 0.
  2. Alternatives to Bail Act - Commissioner Sterling presented the act.  A motion was made and seconded for California to vote yes on the act during the annual meeting unless the acts changes during the meeting.  If the act changes, the CCUSL will reconvene to discuss and vote again.  All commissioners voted yes including Bob Cornell.  The vote was 10 to 0.
  3. Easement Relocation Act – Commissioner Clark presented the act.  A motion was made and seconded for California to vote yes on the act during the annual meeting unless the acts changes during the meeting.  If the act changes, the CCUSL will reconvene to discuss and vote again.  All commissioners voted yes including Bob Cornell.  The vote was 10 to 0.

 

  1. 2020-21 Annual Dues

Commissioner Boyer-Vine indicated that the OLC would pay the full dues.Commissioner Sterling made a motion that we pay the full dues but we ask the ULC for a full report on effect of canceling meetings during the COVID-19 pandemic and that the ULC consider an adjustment in next year’s California dues in light of that effect.That motion was seconded.Everyone except Commissioners Robbins, Clark, and Boyer-Vine voted yes.Commissioners Clark and Boyer-Vine voted no.Commissioner Robbins abstained.

 

  1. The commission recessed until the July annual meeting and adjourned when the annual meeting adjourned.
