Meeting of the California Commission on Uniform State Laws

December 8, 2004 10:00 a.m. – Noon

Attendees:  Sacramento – Cynthia Bosco, Diane Boyer-Vine, Tom Harman, Byron Sher, Nat Sterling; San Francisco – Robert Cornell; Beverly Hills – Robert Beverly, Ann Park, Sandy Rae.  No members of the public were present.

The meeting was called to order at 10:00 a.m.

1.  Status of the California Commission on Uniform State Laws

Diane Boyer-Vine reported on the Commission’s representation at the California Performance Review hearing and also reported that no final recommendation has been released by the California Performance Review.  The California Commission on Uniform State Laws is still in existence.

2.  Funding of the California Commission on Uniform State Laws

Diane Boyer-Vine reported that she has had conversations with the Governor’s office, as part of the California Performance Review, about moving the California Commission on Uniform State Laws into the Office of Legislative Counsel.  The proposal seemed to be favorably received.

After discussion, there was a motion to seek to introduce legislation to move the California Commission on Uniform State Laws into the Office of Legislative Counsel with a separate appropriation for California Commission annual dues and travel expenses.  The motion was seconded and passed unanimously.

3.  Legislative program for the first half of the 2005-2006 Legislative Session

There was discussion about the National Conference’s target acts and which ones, if any, should be introduced in the first half of the 2005-06 legislative session.  There was a motion to consider the Uniform Electronic Recording Act for introduction.  The motion was seconded and passed unanimously.

It was also agreed that if the National Conference had any ideas about other acts appropriate for introduction in California, those acts should also be considered.

4.  Other items

Diane Boyer-Vine reminded the California Commission that a Senate appointment must be made to fill Byron Sher’s vacancy.

The meeting adjourned at 11:00 a.m.
