Attendees:  Commissioners Pam Bertani, Assembly Member Rob Bonta, Diane Boyer-Vine, Martin D. Carr, David J. Clark, Bob Cornell, Elihu M. Harris, Senator Hannah-Beth Jackson, Daniel Robbins, Nathaniel Sterling, Gene Erbin, representing CMHI Bank of America, Gabriel Glazer representing Commercial Transactions Committee, James Lauth representing TexCom, Michael Rosen-Prinz representing TexCom, Julie Kwon representing TexCom, Saul Berkovitch representing the State Bar of California and David J. Barton representing the State Bar of California.

 

Chairman Dan Robbins called the meeting to order shortly after 10:00 a.m.  He asked for a roll call of the California Commission and determined that a quorum was present.

Introductions:

The Commissioners introduced themselves.  Diane Boyer-Vine introduced her assistant, Sharon Brumley, who would be the note taker for the meeting.

Agenda Item 1 – Approval of Minutes:

October 7, 2014 – Dan Robbins stated that he had read the minutes and recommended approval and asked if there were any questions relative to the minutes.  There were none.  Pam Bertani moved to approve the minutes as read.  The motion was seconded by Nat Sterling.

Agenda Item 2 – Update on legislative program for second half of 2013-2014 legislative session.

Diane Boyer-Vine gave an update on the legislative program for the second half of the 2013-2014  legislative session.  

The Uniform Deployed Parents Custody and Visitation Act was the first act discussed.  Diane stated that Marty Carr agreed to act on the front end of the act and Diane would work on the back end of the Act.  After a meeting with the Senate Judiciary Committee, Commissioner Marty Carr and the interested stake holders to discuss certain definitions in the Act, it was decided that there was no problem with California law.  

Diane stated that the Uniform Powers of Appointment Act would not be pursued at this time.

Senator Jackson asked why the Senate wasn’t as active as the Assembly.  Diane stated that it wasn’t that the Senate was inactive, but more that they did not respond as quickly and waited until they were approached before they would become involved.  Diane felt that it was necessary for her as the liaison between the legislature and the Commission to reach out more quickly to the members.

SB 650 Screen Actors Guild had concerns about this bill.  Diane mentioned that the bill has been non-uniform for years.  Senator Ted Liew was the author of this bill and it was enacted into law
